Public Sculpture, Art or Nuisance?

The city of Santa Barbara is struggling with that question. Seems the sculpture attracts what some citizens referred to as “travelers” or “young urban vagabonds.” I don’t know, but without further information, it seems like under that premise (the ‘young urban vagabond’), quite a few public artworks and structures would have to be removed.
